Amber Rose and her fiance Wiz Khalifa are expecting their first child shortly, and after revealing the news on the red carpet at MTV's Video Music Awards Rose has continued to share updates via Twitter. "We found out this summer, and it was more of a celebration than anything," the rapper told MTV News backstage after the 2012 MTV Video Music Awards. Celebratory gymnastics aside, Khalifa said he doesn't expect that his life will slow down because he's going to be a dad: "I've been pretty focused my entire life, and now that I have a family, I'm just going to keep that focus, but it's going to be a family focus."
Rose added, "He's a rock star, so it's never going to stop."
The two confirmed the news before the show with MTV News' Sway Calloway. "Well, Sway, you know you my brother, man, so we had to do it with you first and we had to do it with the whole world, and just let everybody know that we're expecting a beautiful young baby," Khalifa said, before screaming, "We're having a baby!"

Usain Bolt put an exclamation point on his performance at the London Olympics with another gold medal and another world record.
Running the anchor leg in the men's 4x100-meter relay, Bolt helped the Jamaican team win the gold medal in 36.84 seconds, a new world record. Just days after declaring himself "the greatest athlete to live," the charismatic 25-year-old sprinter went back to work bolstering his argument.
Bolt received the baton from teammate Yohan Blake and then left behind Ryan Bailey of the United States to reach the finish line ahead of the field. The United States won the silver in 37.04 seconds, a new national record. Canada finished the race third but was disqualified, giving the bronze to Trinidad and Tobago.
Nesta Carter ran the opening leg for Jamaica, followed by Michael Frater. Neither sprinter had previously competed during the London Games. The two runners who next carried the baton for Jamaica, however, have made frequent appearances on the medal stand: Blake and Bolt.
Blake finished runner-up to Bolt in the 100 meters and 200 meters before running up behind him during the relay with the baton. After a clean transition, Bolt blew open what had been a tight race between the U.S. runners and Jamaica.
Trell Kimmons led off for the U.S. team, making his first appearance of the Games. He was followed by Justin Gatlin and Tyson Gay, who both finished behind Bolt and Blake in the 100. When Gay passed the baton to Bailey, the United States was running neck and neck with Jamaica but the long strides of the 6'5" Bolt opened up a gap along that final straightaway. The U.S. time of 37.04 seconds matches the previous world record set by Jamaica at the last Olympics, a mark smashed by Jamaica in 2012. In 2008, Bolt ran the third leg as the quartet of Jamaican sprinters set that standard.
Having won gold in the 100 meters, 200 meters and the 4x100-meter relay in London, Bolt has pulled off an unprecedented double triple, successfully defending each of the three gold medals that he won at the Beijing Games in 2008.

Gunmen Raid Deeper Life Church In Okene Killing 15 Worshippers
Unknown gunmen opened fire in a crowded Deeper Life church near the Federal College of Education in Okene, Kogi state late last night killing 15 worshipers in the church. Several worshipers were critically wounded in the attack according to the local government chairman in the area.
Emergency workers said the casualty will likely increase in a few hours. Soldiers and police from the Joint Task Force in the state have cordoned off the area.

Davido's publicist denies he beat up a taxi driver
Davido’s publicist, Valerie Obaze said:
‘Davido has no knowledge of any incident involving the assault of. a taxi driver or the illegal seizure of his car. He does not condone violence of any sort and will not be commenting on this untrue allegation’

A taxi driver, Femi Ajibola, will never forget July 1, 2012 in a hurry. At about 5.30 pm on that day, he received a phone call from a young woman in the Lekki area of Lagos and had quickly answered the subsequent invitation to pick her up.
“The lady introduced her as Susie. She called me to come and pick her and her friend. They told me to come pick them up at Mobolaji Estate near Lekki Second Roundabout. Later, I took them to a hotel at Lekki Phase I to meet one of their friends. Click to continue reading..
“From there we left for Beni Apartment in Victoria Island. They said that I should wait for them and promised to be back soon. Not long afterwards, one of the girls began to scream as she was coming towards my car. Behind her, I saw David Adeleke (Davido) and four of his bouncers.
“The girl was running towards me. I think the men had assaulted her. She said I should open the door for her so that she would enter. I opened the door for her; as she was about to enter the car, Davido caught up with her and slapped her face,” Ajibola said.
In a bid to save the girl from further assault, Ajibola switched on the engine of his cab and was about to drive off when the youthful singer suddenly dealt him a slap.
The cabbie said, “He left the girl and faced me. He said I was the one that brought the girls, that I am their boyfriend. He knocked my face against the steering wheel of the cab. This made blood begin to come out from my ear drums. He seized my car keys and in the process, injured me.
“Before I knew what was going on, his four bouncers began to beat me up. They beat me severely and took my car keys from me and chased me away. This happened around 11 pm. I went to report the matter at the Bar Beach Police Station, which was the nearest one. I was asked to come back the next morning to report the case.”
Unfortunately, Ajibola had just taken delivery of the vehicle he was using for his transport business and had not paid the dealer in full before the incident. He said that the balance of N100,000 was in the car before the incident had happened. In the whole confusion, he could not pick the money as he was ordered to leave the car by the bouncers.
“I had taken delivery of the vehicle about two weeks before the incident. I had paid my dealer N50,000 and the other N100,000 was in the car because I could not pay it in the bank. The money was in the car and since they had sent me away from the car, I could not retrieve it.
“The following day, I did not find the money in the cab. They did not even let me wind the car windows up before they chased me out. I noticed that the car was ransacked. I managed to obtain Davido’s phone number and called him. But he did not pick his call. So I sent him a text message. Thirty minutes after I sent him the message, someone picked up the call and promised to pass the message to him. I did not get my car key throughout that day. I went to the police station to file a report,” Ajibola said.
“When all efforts to contact Davido proved futile, the police had to go to Susie. Unfortunately, she was of no help.”
“On the fourth day, I went to Susie’s house with the police. The ladies said they were not the ones that beat me. They said the only help they could render was to give me Davido’s address and that they had since settled their differences. The whole point of the police visit was to use the girls to get to Davido, but the girls made a phone call to an aunt of theirs and the policemen left them, saying that they were not the ones that assaulted me,” the cab driver said.
CRIME DIGEST learnt that the genesis of the fight was because the singer was allegedly caught cheating on his girlfriend.
Ajibola continued, I learnt that Davido was dating one of the girls I picked up. They went to his hotel room and caught him with another girl who was their friend. This is what I learnt caused the fight. The police collected Davido’s phone number and called him, but he kept asking them if they knew whose son he was.
“He warned the policemen not to threaten or intimidate him. They in turn told him that they were just inviting him for questioning and not to arrest him. Since then, the effort to get him has not been forthcoming. I had to go to the hospital because I was really injured. Davido gave me a blow to the ear which made it to bleed.
“One day, the DPO of the station assured me that they would make sure they get him. He was irritated by Davido’s boasting that he was immune to arrest. On July 13, one Sharon Adeleke asked me to come and collect the key of my car at 1004. I told her to come and meet me at the police station. She did not turn up till the DPO intervened.
“The DPO invited the Sharon Adeleke, she eventually came to drop the key of the car. I told them that I could not just collect the key of the car without documentation that they gave me the key of the car without a penny, though I lost money and my car got damaged. When I said this, the DPO told me that I did not look like someone that was worth N100,000.
“He said I have no proof that there was money in the car and that all he was after was to retrieve my car keys for me. He said that if I wanted to do anything I should go to court and he ordered me out of his office. Till this moment I have not received my car keys or an apology from the singer,” Ajibola said.
When contacted on the telephone, both Davido and the Divisional Police Officer of Bar Beach police station, Fakeye Adegoke, refused to answer their calls nor did they reply the text messages sent to them.

CRIME DIGEST learnt that the genesis of the fight was because the singer was allegedly caught cheating on his girlfriend.
Ajibola continued, I learnt that Davido was dating one of the girls I picked up. They went to his hotel room and caught him with another girl who was their friend. This is what I learnt caused the fight. The police collected Davido’s phone number and called him, but he kept asking them if they knew whose son he was.
“He warned the policemen not to threaten or intimidate him. They in turn told him that they were just inviting him for questioning and not to arrest him. Since then, the effort to get him has not been forthcoming. I had to go to the hospital because I was really injured. Davido gave me a blow to the ear which made it to bleed.
“One day, the DPO of the station assured me that they would make sure they get him. He was irritated by Davido’s boasting that he was immune to arrest. On July 13, one Sharon Adeleke asked me to come and collect the key of my car at 1004. I told her to come and meet me at the police station. She did not turn up till the DPO intervened.
“The DPO invited the Sharon Adeleke, she eventually came to drop the key of the car. I told them that I could not just collect the key of the car without documentation that they gave me the key of the car without a penny, though I lost money and my car got damaged. When I said this, the DPO told me that I did not look like someone that was worth N100,000.
“He said I have no proof that there was money in the car and that all he was after was to retrieve my car keys for me. He said that if I wanted to do anything I should go to court and he ordered me out of his office. Till this moment I have not received my car keys or an apology from the singer,” Ajibola said.
When contacted on the telephone, both Davido and the Divisional Police Officer of Bar Beach police station, Fakeye Adegoke, refused to answer their calls nor did they reply the text messages sent to them.

Pastor Tunde Bakare’s bracing criticism of the state of Nigerian politics continued today, with his spotlight turning on First Lady Patience Jonathan.
Before delivering his latest salvo in a series that began on July 22, Mr. Bakare reviewed the firestorm in cyberspace over his previous sermon titled “How to Change the Government Peacefully.” He remarked that “whether anybody likes it or not, we are not waiting for time to tell. The time is already telling.” In a fervent defense of a political bent in his recent sermons, Mr. Bakare stated, “You may say I no longer teach you Bible but politics. That’s fine. Use it, and we will have a new nation.”
He criticized the declaration of self-autonomy by the Ogoni people. Even so, he condemned the insincerity on the part of the Federal Government and the State Security Service (SSS), carpeting them for pretending to be unaware of the developments in Ogoniland.
“On the 2nd of August, Ogoni people declared their own political autonomy from Nigeria’s political landscape, and 72 hours after this declaration, the Federal Government is playing deaf and dumb. The Special Assistant to the Information Minister says they are not aware of such declaration. Whereas, I had preached a simple message on how to change government peacefully and make the society better, and within two hours the tape had landed on the table of the State
Security Department that they began to hound me the following day,” said the pastor.
Mr. Bakare’s topic for today was titled “Personal Insecurity/Inferiority Aborts Your Destiny (Part 1).” The talk lampooned Mrs. Jonathan’s recent covetous behavior, describing her as suffering from a psyche of characteristic inferiority. The activist pastor, who was a vice presidential candidate to General Muhammadu Buhari (ret.), asserted that Mrs. Jonathan’s background as a stark pauper caused her to seek “aggressive compensation.” He added that, because Nigeria’s First Lady was unsure of the reality of the provisions she currently enjoys, she wants to secure her sudden opulence at all cost, even at the detriment of public interest.
“Now I know why Jonathan’s wife has become Permanent Secretary; they are preparing her for the position of the Prime Minister of Niger Delta Republic,” quipped Mr. Bakare. He condemned the desperation with which Mrs. Jonathan seeks to be the head of all Africa’s First Ladies, a permanent secretary in Bayelsa State, as well as her possible greed for political power in a prospective Niger Delta Republic.
Mr. Bakare stated, “In the time of Awolowo, Nnamdi Azikiwe and Ahmadu Bello, they annexed
their resources to the development of their regions and there were serious competitions in each region, which in turn contributed to the federal purse. Now, it is the turn of Otuoke people, and they are declaring autonomy.”
Mr. Bakare prayed that any agenda set to balkanize the nation would fail. “We are not saying that people should not control the resources in their own regions, but they had benefited from the largesse of our unity in the past. Now, they cannot divorce when they have their own child.” He added, “It is not true that Nigeria was formed by Lord Lugard, no. The Bible says in Acts 14 that God predetermines the boundaries of all nations. He only used the hands of those in the Western world (to form Nigeria).”
The pastor’s sermon suggested that President Goodluck Jonathan’s gluttony for power and the First Lady’s actions portrayed a couple bent on executive misadventures.
“Within ten years from when he was working among the marine animals, [Mr. Jonathan] was appointed to become deputy governor, and then became acting governor. Without even thinking about it, he was appointed as vice presidential candidate and, by doctrine of necessity, he became acting president. Before he could study how to act, God factor made him President. Now, he has not even performed in 2011/2012, he is planning for 2015. His middle name is Jeroboam!” said Mr. Bakare.
In a series of declamations, Mr. Bakare asserted, “When the shoeless takes over, he does clueless things. When such men of low estate find themselves in power, terrible things begin to happen.” He added, “It is the timidity of the inferior that prods them to cover up. Deep rivers flow in majestic silence.”

Usain Bolt Wins 100m: sets Olympic record
Usain Bolt retained his 100 metres Olympic crown in sensational style last night by winning in a new Games record of 9.63 seconds. The Jamaican superstar put on a stunning show for his fans in London to hold off Yohan Blake and Justin Gatlin. Bolt, 25, becomes only the second man in history to win back-to-back 100m Olympics titles.
He said: “I was happy. When I went in first round I thought to myself ‘I can do this’ and I was feeling good.
“I sat in the blocks a bit then but my coach told me to stop worrying about the start and do the business and I did.
“When it comes the championships, I do it. I brought it. I did it.”
He also paid tribute to the London fans, adding: “You can feel the energy of the crowd.”
After winning his silver medal, his compatriot Blake said: “Usain is the fastest man in the world. I have thank him.
“I’ve got a silver medal and I’ve got to be happy with that.”
Bolt looked comfortable in the semi-finals when he won the second of three qualifying races in 9.87s.
Although it was American Gatlin who fired a warning to his fellow finalists by running the fastest of all in the first semi at 9.82s.
None of the three Brits in the semi-finals could make the final eight for the showpiece race.
Youngster Adam Gemili ran 10.06s and missed out on a fastest loser spot by just 0.05s.
The 18-year-old only took up athletics full-time in January after a spell at Dagenham and Redbridge academy.
Gemili said: “I am going to stick with athletics and see how it goes.
“Hopefully I can improve the times and become more consistent. The guys yesterday did so well.
“It boosts me up and makes me want to go forward and maybe one day be in the same position as them and win a gold medal for Great Britain at the Olympics.”
Dwain Chambers, at the other end of his career, was slightly faster than Gemili as he ran 10.05s in the same semi as Bolt.
The 34-year-old Londoner’s drugs ban in 2003 ruled him out of the Olympics until the BOA’s bylaw was overturned earlier this year.
And he said: “Part of me is disappointed because I wanted to make the final and based on the time I ran yesterday that would have got me through.
“But that’s just the way the cookie crumbles sometimes. It’s a bit unfortunate that it didn’t happen today. I am just happy to be here, I’ve never smiled so much in my life.
“We’ll see what opportunities present themselves after London and then I will just relax, spend some time with my
family and see how things feel.
“This has been my focus and I am grateful to have fought this long to get to this position.
“If I can continue enjoying it and still feed my family then I will carry on as long as I can.”

The heavy criticisms that visited his invitation to ThisRanch Sunday service was due to the latest nude picture of the social activist that has gone viral on the social media. Even with the objection, and the wave of gossips going round the internet, Pastor Gbenga Adenuga, the General overseer of ThisRanch church had insisted on bringing Charlyboy to church in order to share his deep experience with his church members.
Despite people’s objection which the Areafada had considered normal, ThisRanch church hall at the silverbird gallery was filled to capacity as different people trooped to the church in order to hear, and probably speculate about the Areafada’s preaching.
Areafada who was in church with his father, Rtd Justice Oputa, his mum, Lady D and staff of New Wave Productions and Taakra Academy arrived amid cheers from the congregation.
After some heavy prayers and worship songs, Charlyboy took the central stage, attending to some sensitive questions from the Pastor, Gbenga Adenuga. According to the Areafada “he was in church to share his experiences with the congregation who were mostly young people whom he believed needed to be encouraged. In his opening speech, the areafada said “ I came to pray and to share my experiences with you, most important I came to pray that God should forgive us-Nigerians, our sins for all we have done to the country politically.
Responding to the question on whether Charlyboy believes in the hands of God in the life of an individual, the enigmatic social crusader had avowed that God, during creation had given each and every one of us our various gifts, and that it was left for that individual to get connected to the good things God has provided for them. According to the Areafada “ we are all have been created in the image and likeness of God, and if that is the case, then God created all of us for a purpose, and that purpose can only be realized when one gets connected to it, through his own creative ingenuity.
Responding to the question on his recent nude picture, Charlyboy said, I wonder if people are creative in this part of the world at all, stating that some of the shows put up by the brand were actually meant to express the freedom that Nigeria so desires but never came. He affirmed that no such nude picture was sent by the brand to the internet, but however advised Nigerians to begin to look at the most pressing political issues and all other positive things he had done in the country instead of wagging their tongues over some naked picture whose origin cannot be traced. Charlyboy, he said is never allowed to Mr. Charles Oputa’s house, referring to Charlyboy as a creation and a character. According to Charlyboy, there is a woman in him whose name is Linda. It is that Linda that wears make-ups. He said that Linda directs him on how to be compassionate like women. He stated that Linda was responsible for all the humanitarian works he had done over the years. According to him, without Linda, he couldn’t have done all that. “Linda was created to have to be compassionate like a woman” CB asserted

Elnathan John: How to behave as a car owner in Nigeria
You have crossed that awkward, deeply uncomfortable, sometimes shameful social state of being without a car. I mean in some countries where the public transport system works, not having a car is no big deal. But you are in Nigeria, where public transport is living hell, and owning a car can be the difference between life and social death.
You had suffered the humiliation and attendant frustrations. You swore to yourself, after the girl you came to a party with left in an air conditioned car, that things must change. The Nigerian god felt your pain, heard your cries of affliction and consequently, after much tithing and prayers, blessed your hustle. Enough to buy your own car. I rejoice with you.
You have taken the car to the man of God and they have spent over an hour with the bonnet open, anointing your car and protecting it against the spirit of accidents that those jealous neighbours and village enemies are sure to send your way. That is fine. But you also need my advice.
Your car is not beautiful unless you have covered it in stickers. Get one from your church or fellowship that declares this year to be your “year of anointing”, or your “year of unsurpassed success”. If your wife or husband goes to a different church, get one from hers too. You can never get too many. Get one sticker that declares your child to be a Star Student. Let those with dull children see it and regret that their wives didn’t take enough vitamins during pregnancy. Because of Police on the road, get either an NBA sticker or an ARMY sticker. You don’t have to be a lawyer or soldier to get them. Especially the NBA one – you can find that one in any court premises for one or two hundred naira.
Depending on how much God has blessed your hustle, get a customised plate number with your name or nickname, such as TONY01; DE DON 01; DADDY K. The ‘01’ is useful even if you have only one car. It just shows how much you have faith that more will come. Otherwise, depending on your level of gratitude to God, you can use a nice Bible verse, like ISAIAH43:4 or something like that.
Now that you are a car owner, you need to realise that your status has changed. You need to treat pedestrians with the disdain they deserve. It doesn’t matter that you were once a pedestrian crossing these same streets. You must never think like a pedestrian and do silly things like observing Zebra crossings. Those white lines are there to beautify the road. Speed across them and curse anyone who tries to get in your way.
Your neighbours need to feel your presence. They need to see just how your hustle has been blessed. Every morning, remind them by ‘warming’ your car. This process involves waking up at 6 a.m. and revving your car engine loudly until the neighbours wake up to the evidence of your blessed hustle.
You bought the car with your hard-earned cash. And that includes the car horns. Those who call your right to honk noise pollution, God will judge them appropriately and truncate their hustle. In fact, if you ask me, because of how important it is, your right to use your horn indiscriminately should be a constitutionally guaranteed right. Honk in the morning when your wife is wasting your time inside and you need her to hurry up. Honk when you see your neighbours. Honk in a traffic jam even though you are sure this will not make the cars miraculously move. Honk instead of slowing down when you are approaching a junction or intersection. Honk when you are angry. And when you are happy. There are few things as useful in a car as the horn.
At night, it is important that you see the road clearly. Nigerian roads are dark and dangerous, so you must use your full lights at all times. It doesn’t matter if you are blinding oncoming vehicles. Is it your fault that the government is not doing their job?
Other things you will learn on the job as a car owner include how to double park, how to drive against traffic on the highway, how to create multiple lanes in a traffic jam, how to beat traffic lights, how to stop in the middle of the road to say hello to a long lost friend, how to litter the street with wrappers of plantain chips bought in a hold-up, all of which every true and experienced Nigerian driver is adept at doing. I trust you will catch up quickly.

The suspected killers of Olaitan Oyerinde, aide to Governor Adams Oshiomhole, have revealed that they were at his house not to assassinate him but for a robbery.

The three suspects who allegedly carried out the armed robbery attack in which Oyerinde was killed were, yesterday, paraded at the State Security Service (SSS) Headquarters in Abuja. They are reported to have made self-incriminating confessions.
Abdullahi, 46, confessed to have gone to Oyerinde’s home at 65, Second Ugbor Road, GRA, Benin City on May 4 in the presence of two others, Raymond Onajite Origbo and Chikezie Edeh, saying “We never had the intention of killing him. We went there just to rob him and get away. When we got there, he was relaxing in one of the seats in his sitting room with his wife and a baby in another seat.”
“We commanded him to lie face down; he obeyed. We then noticed another man in the house who we also ordered to lie face down. Suddenly, the man (Oyerinde) jumped up and he was running towards his room.
“Being a ‘big man’, we thought he was going to get his gun. So, I shot him. In truth, I shot him only once. Raymond also shot him.”
Origbo, 26, however, tried to exonerate himself from the actual act of shooting the victim saying “When the man started running towards his room, I shot in the air. I did not shoot at him. It was Abdullahi that shot him. After shooting in the air, I walked back to the sitting room. It was my first operation.”
Chikezie, 30, also gave a similar account, adding that Abdullahi ordered them to blindfold the gateman so as not to be recognised by him. He said he did not fire a single shot in the armed robbery operation.
According to the Nation Newspapers, the SSS spokesperson, Marilyn Ogar, named the items stolen by the suspected robbers as four Blackberry phones, one iPad, two Galaxy Tablets, a laptop, and an unspecified sum of money belonging to Oyerinde’s brother-in-law, Adeyinka Oletubo.
The stolen items were allegedly bought by another gang of robbery suspects who were also apprehended and paraded by the SSS.
With these confessions by the alleged killers of Olaitan Oyerinde, it is not clear how the arrest of Rev. David Ugolor by the police for the same murder can be explained.
When asked about Ugolor’s possible role in the murder, Abdullahi’s quick answer was: “I don’t know him.”

Get Familiar: Lagos Traffic Law.
Gov. Babatunde Fashola of Lagos State on Thursday in Ikeja signed the Lagos State Road Traffic Bill into law.
The Law as presented by the Attorney General and Commissioner for Justice, Ade Ipaye includes:
Section 1 empowers Lagos State Traffic Management Authority to:
Apply breath testing, blood and urine specimen testing devices on any driver to detect drunk driving or driving under the influence of drugs.
2. Demand psychiatric evaluation of any person who drives against normal flow of traffic or fails to comply with any provisions of this law (at his own cost), if in the opinion of any officer of the authority such is necessary for the purpose of determining the person's ability to operate a motor vehicle.
S. 3 No person shall operate a motorcycle or tricycle
-without a rider's card issue by MVAA
-without wearing a standard protective crash helmet
-Carrying more than one passenger at a time (provided a pregnant woman, a child below the age of 12 years or an adult with a baby or heavy/large load placed on his head shall not be carried as passenger)
-Imprisonment for three years or community service and forfeiture of vehicle. Passenger shall also be liable if not a child.
3-No person shall ride, drive or proper a cart, wheel barrow, motorcycle or tricycle on any of the routes specified in schedule 11 to this law.
-Including Lagos-Ibadan Expressway, Apapa-Oshodi Expressway, Ikorodu road, Agege motor road, Funsho Williams Avenue, Eko bridge, Third mainland Bridge, Carter Bridge, Lagos-Badagry Expressway, Victoria Island-Lekki-Epe Expressway and all the Bridges not earlier mentioned where permitted, motorcycle can only operate between the hours 6: 00 am and 8:00 pm.
Motorcycle below 200 cc engine capacity shall not be used or operated on bridges and carriage roads with two or more lanes in opposite directions.
Motorcycle for mail distribution or other courier service may be exempted by the ministry from route restriction provided it has.
-minimum engine capacity of 200cc
-carry prescribed number plates and identification
-befitted with proper mail cabin
-does not carry a passenger
S. 7-penalities for neglect of traffic sign, traffic light and traffic directions or driving against oncoming traffic.
-forfeiture and imprisonment for 1 (one) year for first offender and 3 years and forfeiture for subsequent data or biometric captured.
S. 24-Offences relating to Bus Rapid Transit, Siren etc
-driving on BRT lane
-parking within 15 metres of a road intersection
-using sirens and other noisy devices in a vehicle (including motorcycle and tricycle)
-driver or conductor on duty failing to wear prescribed uniform or identification tag
-driving or being driven on authorised routes
-Herding or allowing cattle sheep, goat or other animals on the road.
S. 8-where vehicle is stationary or abandoned on a highway or near private premises, police or taskforce authorised to remove to a park. Owners of adjoining properties should report to the nearest police station. May be (25, 000) for failure to report.
No commercial vehicle shall stand or ply for hire on any route other than those for which it is authorised.
No person shall drive commercials vehicles without having obtained from the ministry of transportation, a driver's or rider's badge.
S. 25-Use of unregistered of unmarked vehicles
-any person who drives or being the owner, permits any other person to drive on the highway a motor vehicle which is not registered or licensed or does not have affixed thereto an identification marked in the prescribed manner shall be guilty of any offence.
S. 36 where no specific penalty is prescribed
-N20, 000 for first offender
-N30, 000 or imprisonment for three (3) years or both for subsequent
Forfeiture is discretion of the court, in addition to any penalty prescribed.
Court may also, in addition to or in lieu of the prescribed sentence.
-direct the suspension or renovation of the driver's license AND
-order the convict to render community service
-Enrol for and attend courses at the Lagos State Driver's Institute for less than seven (7) days and at his own cost.
-community service and driver institute may be combined
-all offender shall have their data and biometric captured
Making or receiving phone calls when driving (N20, 000 or N30, 000)
Same for eating, driving, counting money or engaging in other dangerous activities when driving
Not using a seat belt
Conditions for use of trailer
-Time within which trailer are prohibited from entering into travelling within the Lagos metropolis is now 6am to 9 pm (fuel tanker and long vehicle for carrying passenger exempted)
- Vehicle shall be impounded and N50, 000 fine or imprisonment for 6 months.
Prohibition of sale of liquor, trading, begging etc
-it is an offence to sell alcoholic drink, herbal or pharmaceutical drugs within 100 metres of a bus stop, terminus or motor park.
-Trade, hawk or vend or offer for sale any item of goods or service
-Or to beg or solicit for alms
-Or to engage in cleaning windscreen or any part of a vehicle on the highway or bridge.
It shall be an offence
-To displays wares on walkways
-for commercial buses to pick up or drop passenger on the fast lane or in any undesignated bus stop
Bus Route
LASTMA is empowered to designate a side each of the under listed routes as bus lanes for priority service during peak hours of 6:00 am to 10:00 am and 4:00 pm to 9: 00pm.
-Ikotun-Ejigbo-Cele Expressway
-Iyana Ipaja-Agege, Pen Cinema, Ojodu Berger;
- Iyana Ipaja-Idimu-Iyana Iba Roundabout
- Iyana Ipaja-Idimu-Ikotun
-Berger-Third Mainland Bridge-Tafawa Balewa square
-Iyana-Oworo-Anthony-Oshodi-Mile 2-Apapa
-Sango- Iyana Ipaja-Oshodi; and
-Orile Iganmu-Mile 2-Okokomaiko
Commercial vehicle operating license
-No person shall operate or cause to be operated a commercial vehicles without having obtained a commercial vehicle operator license from the ministry
-Ministry may not issue license unless vehicle inspected by VIS
-License shall be refused or suspended if vehicle is found to be unfit for operations as commercial vehicle.
-License issued shall bear a distinct number to be painted conspicuously on the front and rear parts of the vehicles or as may be prescribed
Except as prescribed by MVAA, Lagos Signage and Advert Agency or any other agency, the use of marks, stickers, painting, photos etc on commercial vehicles is prohibited.
Vehicle shall not be used as commercial unless-
-It is registered as such with MVAA
-It is branded in prescribed colours
-Drivers holds a current certificate issued by the Lagos State Driver Institute in addition to a valid class E-license.
-Vehicles is fitted with a waste basket, fire extinguisher and First Aid Box
Application of the law to public Officer
Provision of this law shall apply to public officers or other persons in the service of the state, and for the purpose of proceedings for an offence in connection with any official vehicle any person other than the driver, the person nominated by the dept in whose service the vehicle is used shall be deemed to be the person actually responsible unless it is otherwise proved to the satisfaction of the court.
Anti corruption
No officer shall demand, wilfully condone, connive, abet or receive gratification in cash or kind from any person to circumvent the provision of the law.
Any officer who contravenes this provision shall be liable to summary dismissal from service and prosecution under the ACJ law.
S. 11-vehicles Inspection Service
Inter alia to inspect, control, regulate and enforce road worthiness standards, pre-registration inspection, emergency services, issuance of road worthiness certificate, testing for licenses or riders card etc.

According †̥ the Nation newspaper "Lagos State Government on Friday banned activities of National Union of Road Transport Workers across the various motor parks in the state.
The state Commissioner for Transportation, Mr. Kayode Opeifa, disclosed this in a chat with journalists in Alausa, Ikeja.
The briefing was also attended by his counterparts in the Justice and Information and Strategy Ministries, Mr. Ade Ipaye and Aderemi Ibirogba.
The meeting was convened to highlight the operational mechanism for the newly signed Road Traffic Law in the state.
Opeifa said, “The government recognises the right for NURTW members to associate. But it believes that the motor parks should be made easy for those who want to carry out their business of commuting in the state to do so without interference.
“Henceforth, union activity is no longer allowed in all the garages in the state. What they need to do now is to operate the way other unions in the state operate by using a recognised office.”
The commissioner revealed that the development also prohibits members of the NURTW from collecting money on the roads from commuters.
“No union member should be seen on the roads collecting money from transport operators. It is illegal and this is how it is contained in the white paper adopted by the state government,” he told journalists on Friday.
He said drivers and conductors in Lagos will be required to wear uniform, adding that this is meant to improve the safety of lives and property within the state.
“Government will soon commence the re-registration of motor parks across the state. The situation where people just park vehicles in some areas and converting them to motor parks is now illegal,” Opeifa noted.
He said there will be differentiation between motor parks, garages and bus stops.
